I wouldn't hold my breath on the DH paying contractors accurately. To date every change made has been to the detriment of contractors. DH wants greater transparency for prescribers and patients but not for contractors!!

By giving pharmacists the ability to dispense using only original packs, that would have been the single most useful simplification possible.

Using the excuse of prescribers clinical freedom was diabolical. The quantity dispensed does not impinge on clinical freedom, only the medicine prescribed. When will DH clear that particular fog from their eyes?
