I've had every month checked since april 09 and if anything the payments are getting less accurate.

I wonder how many times more than one script gets fed through the scanner at a time by those blue “fingers”. If it happens, you’ve lost the payment for the hidden script(s). If the top part of the script is scanned and it is for someone that is not age exempt, but the bottom part of a different script is scanned at the same time for someone who is age exempt and no declaration completed, that could explain some of the switches from exempt to paid.

The "blue fingers" are part of the mechanism to re-stack the prescriptions after they have been scanned. This is not part of the scanning process in any way.
